A pleasant city to work and live in if you have money. Life is difficult for most locals. Corruption is a common problem. The authorities generally do a poor job of maintaining streets and public services, but things usually manage to move along slowly.

Pleasant people, a fair number of nice restaurants, and it's always cheap to see high-quality performances of theater (in local languages), opera or musical performances.
