Dili sits in a natural amphitheatre in a nice bay. However, at least in 2002, you'd have to be a fan of burned masonry to see its charm. Although a depressingly poor place - my hot water heater was stolen from the house I was staying in during a shower - Dili plainly has some potential. Already diving centres were being set up. However, no doubt all the money will be concentrated in a few hands, especially when the hydrocarbon revenues start flowing, establishing a kind of mini-Indonesia.
